REGULATION COLLEGE OF PSYCHOLOGISTS OF THE CAPITAL DISTRICT
PART I OF THE COLLEGE OF PSYCHOLOGISTS OF THE CAPITAL DISTRICT
Article 1: The College of Psychologists of the Capital District is a professional civil partnership with legal personality and its own assets, non-profit, and continuing indefinitely.
Article 2: The College of Psychologists of the Capital District, has its headquarters in the capital of the Republic.
Article 3: The term member of the College of Psychologists of the Capital District professional Psychology, which exercises the profession in their jurisdiction or who resides in it, meets the requirements of Article 2 and ordinals c, Article 5 of the Law Practice of Psychology and formalities of registration with the College Psychological Capital District.

Article 6: The College of Psychologists of the Capital District has the following objectives:
a) Planning and psychology as a science disclose

d) To keep union members informed about scientific advances in the field of psychology

g) To defend and support its members in all aspects related to the proper practice of the profession

Article 7: The functions of the College of Psychologists of the Capital District:
a) To account for its actions to the District Assembly, the National Council in the cases provided for in this Regulation or when they deem it necessary
b) encourage the study of psychology and other sciences and / or related disciplines, organize and enhance its library and support, whenever circumstances permit, a periodical that serves as a national broadcast.

d) Comply with and enforce the decisions of its organs and those of the Federation of Psychologists of Venezuela

f) Promote the improvement of quality of life for its members, on economic, social, moral, cultural and professional.
g) Promote the competent authorities, all that is deemed appropriate to the interests of the profession
h) Contribute to public and private entities for improved compliance with laws, regulations and other legal regulations concerning the exercise of Psychology
i) assume the defense of its members when these are trampled on their rights as professionals
j) To defend the economic interests and working conditions of its members, participating and proposing collective bargaining agreements, labor standards and any other way conducive conditions.
k) Ensure the conservation of the College of Psychologists of the Capital District and promote the increase of it.
l) Ensure that the Board of Directors of the Venezuelan Federation of Psychologists, at the request of the interested party, evidence of processing of registration with the Ministry of Higher Education, those graduates of national universities psychologists who want to undertake graduate studies and / or who are applying for grants or requiring any other process not related to the exercise of the profession.

Article 8: Any modifications or amendments made to the Regulations of the College of Psychologists of the Capital District and the Disciplinary Tribunal Rules of the College of Psychologists of the Capital District will be approved by Special District Assembly, convened for that purpose .
TITLE II OF THE MEMBERS OF THE COLLEGE OF PSYCHOLOGISTS OF THE CAPITAL DISTRICT
Article 9: The members of the College of Psychologists of the Capital District of psychology professionals working or not in the jurisdiction of the Capital District and / or they are domiciled or residing in the same, so you should register College of Psychologists in the Capital District, subject to compliance with the provisions of Articles 5 and 6 of the Law Practice of Psychology.

CHAPTER I
ASSEMBLY DISTRICT

Article 17: The duties of the Special District Assembly:

b) To identify, analyze and decide on full or partial changes and amendments to the Regulations of the College of Psychologists of the Capital District and the Rules of Disciplinary Tribunal of the College of Psychologists of the Capital District
c) any other Act providing for the Practice of Psychology and other related regulations with the exercise of the profession and other applicable laws
Article 18: The District Assembly Meeting, will be convened once a year, during the first quarter of each calendar year upon convocation by the Board of Directors of the College of Psychologists of the Capital District.
Paragraph: In the case of absence of the notice by the Board of Directors of the College of Psychologists of the Capital District, the Assembly convened in fact be considered the last Saturday of March at the headquarters of the College of Psychologists of the Capital District , at 9 am.

Article 24: The agreements and resolutions of the Assembly District Ordinary and Extraordinary District Assembly are binding for all members of the College of Psychologists of the Capital District, if they meet the guidelines of the Act and Regulations for the Practice of Psychology, Psychologist Code of Ethics, this Regulation , Regulation of the Disciplinary Tribunal of the College of Psychologists of the Capital District and other regulations on the exercise of the profession.

Article 26: The duties of the President of the Assembly or Extraordinary District:
a) Open the session, extension, suspension and closure, unless a decision of the Assembly

Article 30: In relation to proposals submitted to the District Assembly or Extraordinary:

j) Tomar decisiones que considere para el buen funcionamiento del Colegio de Psicólogos de Distrito Capital.
Parágrafo Primero: El quórum de instalación de la Junta Directiva del Colegio de Psicólogos es de la mitad más uno de sus miembros o mayoría simple, es decir, three (03) members and its decisions are reached by majority.

h) Any other assigned to it by the President of the College Board, the Board of Directors, District Assembly or Extraordinary and legal regulation of the practice of psychology
Article 49: The powers not limited to but not limited to, the Secretary-General Psychologists' Association of the Capital District:
a) Keeping the Book of Acts, which may not leave the headquarters of the College Psychological Capital District. This book may not leave the headquarters of the College when the Board made outside the meetings.
b) read the minutes before the start of each session of the Board, to be signed by the participants, with observations if any
c) Carry out the agenda or agenda of Minutes to develop each Board meeting
d) Inform the Board on correspondence received
e) Respond to and sign correspondence addressed to the Board for approval of this, after submitting to it and following the guidelines set by the Council

i) Refer to the Disciplinary Tribunal all matters falling within their areas and to reach the College Board
j) Other functions as may be fixed by the Board and the District Assembly or Extraordinary
Article 50: The powers not limited but not limited to, the Treasurer of the College of Psychologists of the Capital District:
a) mobilize funds from the College of Psychologists of Capital District, in conjunction with the College President or Vice President or the Secretary, as the case
b ) Maintain order and current account receipts and expenditures of the School District with their vouchers
c) Keep up the books
d) Prepare the draft budget of income and expenditure program of the College of Psychologists Capital District, every six months, together with the Board
e) Report monthly to the Board on the movement of the finances of the College Capital District Psychologists
f) Carry out cash counts each Quinde (15) days, together with the employee in charge of the case and prepare a report and present at a meeting of the Board of Directors
g) In conjunction with the Vice President to make contacts with companies to sponsor or support activities developed by the College programs that generate revenue for the same
h) Develop the Register of Electors, after finding the clearances, and forward to the Secretary General to make this the firm
i) Prepare monthly financial report
j) Prepare the Annual Report has to be submitted to the District Assembly Meeting and Annual Budget (Add what is underlined in blue)
k) plans in regular and special financial activities
l) Coordinate plans for the collection of contributions from union members of the College, working with the Vocal Committee in charge of Training and Professional Development

Article 51: The duties including but not limited to, the Members:
a) chair the Permanent Working Commissions, upon nomination by the President of the Board or any other member board
b) shall attend meetings of the Board of compulsory
c) Develop a bi-monthly management report of the committee for submission to preside Board
d) Any other duty assigned to it by the Board of Directors, District Assembly or Extraordinary or Practice Act

a) Replace temporary or permanent absence of the leading members of the Board and Members, taking office in the order they appeared on the plate.
b) Membership of Standing Committees or Special Temporary designated by the President of the Board or the Board
c) Any other duty assigned to it by the Board of Directors, District Assembly or Extraordinary or the Practice of Law Psychology
CHAPTER III OF THE DELEGATES AND COMMITTEES
Article 53: The District Delegates will have the function of representing the Association of Capital District at different levels, will be three types of delegates:
a) The National Delegates to represent the College to the National Assemblies of the Federation of Psychologists of Venezuela
b) The union delegate to represent the Board on matters of union matters
c) The delegates who will make up the various working committees
Article 54: The National Delegates representing the Board of Directors of the Association of Capital District to the National Assembly of the Federation of Psychologists of Venezuela shall be elected according to the provisions of Article 24 of the Law of Exercise Psychology by vote the same opportunity to be elected Members of the Board and the Disciplinary Tribunal.

Article 58: Members of the Permanent Working Commissions:

First Paragraph: The Members of the Permanent Working Commissions shall be nominated by the President of the Board and approved his appointment by a majority of votes, the Board of the Capital District Association
Paragraph Two: Members of Temporary and Special Committees shall be appointed by the President of the Association of Capital District, after his nomination must be submitted to the Board of the Capital District Association
Article 59: All delegates are required to perform the functions assigned by this Regulation, by the Law Practice of Psychology or any others that they are set by the Board of Directors or Board, as the case
Article 60: The Board of the Capital District College credit by official seal and signed by the President and the Secretary to all National Delegates, Trade and Labor Committees
PART IV OF THE COURT AND FISCAL DISCIPLINE
Article 61: The Disciplinary Tribunal is the body responsible for ensuring compliance with the Practice Act Psychology, Regulations, Code of Ethics of Psychologists, the present Rules of Procedure of the College of Psychologists of District Capital Regulations and Disciplinary Tribunal
Article 62: The Prosecutor has the function of ensuring the enforcement of disciplinary procedures to avoid defects or irregularities in the process and assist the purposes of the Disciplinary Tribunal, according to the Practice Act, Regulations The Ethics Code, the Regulations of the Capital District Association and the Disciplinary Tribunal Rules
Article 63: The Disciplinary Tribunal, the Prosecutor, their alternates or Members will be elected on the same occasion and in the same way they are elected on Board of Directors of the College of Psychologists of the Capital District, its members remain in office for two (02) years
Article 64: The Disciplinary Tribunal consists of three (03) core members Vice-President, Secretary and their deputies or members
First Paragraph: The Board of Disciplinary Tribunal shall consist of a Chairman, Vice Chairman, a Secretary and Fiscal

Article 69: The Disciplinary Tribunal of the College of Psychologists of the Capital District will have a Rules of Procedure, which should punish offenders of the Act and Regulations for the Practice of Psychology, the Code of Ethics of Psychologists and this Regulation, subject to the penalties provided in the Law Practice of Psychology and the Rules of Disciplinary Tribunal
Article 70: The Rules of Procedure of the Disciplinary Tribunal of the College of Psychologists of the Capital District, taken in its development guidelines that on states in Chapter III of Title II of the Law Practice of Psychology.
TITLE V OF THE ELECTION OF OFFICERS OF THE COLLEGE OF PSYCHOLOGISTS OF THE CAPITAL DISTRICT
GENERAL PROVISIONS CHAPTER I
Article 71: This Chapter is to regulate the electoral processes of the College of Psychologists of the Capital District , for the appointment of its authorities
Article 72: The elections of the College of Psychologists of the Capital District, are governed by the Constitution of the Bolivarian Republic of Venezuela, the Organic Law of Elections and organic and ordinary laws applicable additionally, the Rules for Election Process of Unions and Professional Associations, and other decisions issued by the National Electoral Council and by this title which has as its purposes:
1. Ensure the integrity of the electoral process, through rules and procedures that respect the opinion of voters, the maximum expression of the democratic system.
2. Ensure the right of unionized to elect and be elected, no limitations other than those provided for in existing law
3. Ensure legal certainty for voters to participate in the electoral process
Article 73: The election of officers of the College of Psychologists of the Capital District shall be governed by the principles of democracy, sovereignty, social responsibility, collaboration, cooperation, fairness, equality, transparency, impartiality, reliability, popular participation, speed, efficiency, personalization of suffrage and proportional representation of the acts and all other principles related to the election issue
Article 74: The College of Psychologists of the Capital District will cover the cost of their electoral processes
CHAPTER II OF THE VOTERS
Article 75: The College shall elect the authorities of the Capital School District in a free, direct and secret election is governed by a mixed system nominal representation proportional to award positions corresponding to each list will be used

CHAPTER III ELECTORAL BODIES
Article 79: Electoral bodies, Electoral Commission and the Electoral, perform the epileptic actions of the College of Psychologists of Capital District
Article 80: The District Assembly Regular College of Psychologists Capital District appoint the Electoral Commission, which is the first election of the College. The Electoral Commission should be recognized and supervised by the National Electoral Council, which is the national electoral process control
FIRST SECTION OF THE ELECTORAL COMMISSION
Article 81: The Election Commission will be appointed one (01) years before carried out the elections of the College.
Article 82: The Commission is composed of three (03) principal members and three (03) alternates, and one (01) representative and one alternate from each plate. The board representative may speak, but not have voting in regular discussions. Once appointed the Commission, its members may not run as candidates unless they resign their respective positions. The waiver must occur prior to the start of the period of applications.
The Electoral Commission in applying the principle of equity, participation and inclusion should comply with each of the different factors involved in the electoral process.
Paragraph: If for any reason, the number of members that make up the Electoral Commission, proves pair will join the first alternate for the elect, and so on.
Article 83: The Election Commission will be installed within three (03) days following their appointment at the headquarters of the Association of Capital District, choosing the meeting time by the will of the majority of its members and its functions cease once proclaimed and sworn in the new Board, the Court Disciplinary Prosecutor and the National Delegates and Alternates elected
Paragraph: The Electoral Commission in the installation ceremony will elect from its members a Chairman, a Vice President and Secretary and once registered the plates, each appoint a representative and alternate to the Commission
Article 84: The Election Commission directs, organizes and supervises the Council in conjunction with CNE, the process for electing members of the Board, Disciplinary Tribunal, Prosecutor and Delegates (as) to the National Assemblies of the Federation.
Article 85: The Election Commission shall have the following powers:
a) request the Board of the Capital District Association of the electoral rolls updated, including new members enrolled up to three (03) months before the election, which must enter it in a period not exceeding thirty days (30) continued to request
b) publish the preliminary and final voter registration list, deliver the same to each plate
c) Add the College of Psychologists to Capital District the National Electoral Council, to that end entered the Constitutive Act of the College, Internal Regulations, Title Electoral Act designation, establishment and installation of the Electoral Commission
d) Post Election Project approved by the National Electoral Council
e) Prepare all necessary election materials and the logistics required for the electoral process: Select Board members, alternates and reserve members and provide them with the proper credentials, prepare the ballots, certify the witnesses of the respective plates, making the vote count and declare publicly and deliver credentials to candidates proclaimed
f) Request approval to the National Electoral Council for the holding of elections
g) To receive the nomination papers of candidates
h) Set the date and time of onset of the campaign.
i) advertisements in the national press the date on which elections will be held at least thirty (30) days before the date of the election in the same publication will be announced the complete schedule of all activities related to the electoral process which are as follows: Receipt of applications, submission of application documents from the list of candidates, scheduled for review within the sheets or lists of candidates, response of acceptance or correction and final acceptance of the sheets or lists of candidates, when it is declared open the electoral process and the beginning of the propaganda, published in Billboard list of voters, closing the electoral campaign, date and time voting process, date and time of the counting process, number and location of tables, schedule regular meetings, proclamation and inauguration of the elected Board, the Disciplinary Tribunal, Attorney, National Delegates and Alternates
j) To hear and decide appeals of claims brought against their own actions, to this end the parties will have five (05) days after the event to bring the appropriate resource and the Commission shall within fifteen (15) calendar days from the date of its submission to decide
k) Opening a Book of Acts, numbered and stamped by Notary Public or Court of the Republic, which will be taken by the Secretary. Any activity undertaken by the Commission shall be recorded in the respective book
l) Any other functions specified by the current electoral law
Article 86: It is the duty of the Electoral Commission to inform voters of the Capital District Association on the Draft Electoral approved by the National Electoral Council, the Electoral Register or preliminary Electoral Roll and definitive number of polling stations, schedule regular meetings, Proceedings of Nominations Close, Tabulation, Award and Proclamation, all through publication in national newspaper
Article 87: The Election Commission polling stations should be installed at the headquarters of Capital School District. SECTION TWO
OF THE APPLICATION OF CANDIDATE
Article 88: Candidates must apply to the Electoral Commission of the College of Psychologists of Capital District, the nominations will be formalized in writing within the first five (05) days the convening of elections. Considered untimely, applications made outside the period of five (05) days after the announcement of elections and inadmissible when the applicants are not enrolled in the College of Psychologists Registration Capital District
Article 89: The letter of nomination must be submitted in duplicate and must contain: name, surname, identity card, address and charge to the candidates who apply. Each application must be accompanied by a certificate of acceptance of office for which you are applying the respective candidate and accreditation for the respective office.
Article 90: Each board must appoint a representative, it will be authorized in writing by the respective board to perform the steps of registration and application to the Electoral Commission of the College of Psychologists of the Capital District. The representative of iron may be removed at any time and replaced by a written notice to the Electoral Commission of the College of Psychologists of the Capital District, communication must be approved by half plus one of the members of the board

Article 93: The candidates must be endorsed with the signature of at least three percent (3%) of voters Psychologists Association of Capital District. Up to five (05) days before the election may be amended the applications submitted, with the same formalities established, the Electoral Commission of the College of Psychologists of the Capital District must make a record indicating the amendments and send it to the National Electoral Council within twenty and four (24) hours as your receipt.
Article 94: Having fulfilled the formalities established the Electoral Commission shall declare the candidate nominated as
Article 95: Each plate will be honored with a number according to the date and time of submission
SECTION THREE THE ELECTORAL CAMPAIGN
Article 96 means that activity campaign which aims to stimulate the electorate of the College of Psychologists of the Capital District to bear for the candidates of their choice, using the various advertising media
Article 97: The election campaign begins when you order the Electoral Commission of the College of Psychologists of the Capital District, setting date and time
Rule 98: Do not allow anonymous propaganda, or to promote abstinence, or that violates the dignity of the assumptions or offend public morals, or intended to promote disobedience electoral rules.
Article 99: The campaign will close four (24) hours before the voting process. The plates are obliged to withdraw the propaganda when leaving the election campaign.
SECTION FOUR ELECTIONS OF THE OFFICERS
Article 100: The Polling Stations are subordinate bodies of the Electoral Commission shall be established for each election, cease to function once they have raised the record of voting and counting , and have recorded with the Electoral Commission of the College of Psychologists of the Capital District
Article 101: The core members, alternates and reserve members are appointed by the Electoral Commission of the College of Psychologists of the Capital District and the witness table by the respective boards, in turn accredited by the said Commission, all of whom must be enrolled in the College of Psychologists of the Capital District.
Article 102: Each polling station is made up of three main members: President, Vice President and Secretary, and two (02) witnesses, designated by the Electoral Commission of the College of Psychologists of the Capital District, and a representative from each board, appointed by these . In case of lack or absence of some of the core members, will be replaced by alternates in the order they were appointed, the offices of President, Vice President and Secretary shall be selected within the main members or those that replace them in accordance with this Regulation, such appointments shall be made at the time of installation of the Electoral Board.
Paragraph: If the past ten o'clock (10 am), the voting day, you can not install a polling station due to lack of quorum, shall be incorporated as incidental to the alternates in order of their selection, and if necessary, will go to members of reserve, in the order they were selected. Minutes shall be recorded in such a situation.
Article 103: The Electoral Commission, within five (05) days following the call for elections within its members selected through a lottery, the members of the Electoral Board: Three (03) core members, three (03) alternate members, three (03) reserve members and two (02) witnesses
Article 104: The Electoral Commission shall notify the designated Board member, to be presented at the headquarters of the Association of Capital District, to inform them of the functions that have been designated to provide data requested from them, accept the charge or failing to motivate their non-acceptance
Paragraph: The Board appointed as members have a period of five (05) days counted from the date of his appointment is notified to plead to the Electoral Commission the cause for which they are prevented from accepting the role that has been designated
Article 105: For determine the positions of Board Members , principals, alternates, in reserve, witnesses shall be as follows: The first three (03) numbers drawn will correspond to the core members, the following three (03) numbers correspond to the alternate, three (03) subsequent to the reserves and finally, the two (02) last table witnesses
Article 106: Board Members: Main, alternates, and witnesses in reserve, may only vote at the table which have been designated
Article 106: Before installing the Electoral Board, members must submit their credentials each other, then proceed to the appointment of the office of President, Vice President and Secretary, pursuant to the provisions of Article 101 of this Regulation.
Article 107: The Member of the Electoral have the following powers:
1. Comply with and enforce the provisions for the electoral process dictate the Electoral Commission Capital District Association and the National Electoral Council
2 .- Lift Voting Records and Elections and providing originals and copies to the National Electoral Council, those copies will be returned once properly sealed in a sign of agreement, likewise, the Electoral Commission Capital District Association must provide copies of records referred to representatives of plates. Copies returned by the National Electoral Council, the Electoral Commission will receive, which will be filed at the headquarters of the Association of Capital District.

4 .- Once the electoral process, the scrutiny shall then be placed ballots or votes in the boxes provided, sealed and signed by board members, so so that these cases can not be violated, the same will be delivered, later to the Electoral Commission for safekeeping

SECTION FIVE ELECTORAL REGISTRATION
Article 108: The National Electoral Council shall prepare the preliminary voter registration from the College of Psychologists of Capital District, once the Electoral Commission, we have entered the list of his updated and closed collegiate
Article 109: The Electoral Commission published the draft electoral register on the bulletin board of the College of Psychologists of the Capital District and in other suitable means if possible, with forty-five (45) working days prior to the act of voting

Article 111: The Final Electoral Register prepared by the National Electoral Council, will be the basis for preparing the voter
SECTION SIX THE ELECTORAL PROCESS
Article 112: Once registered the College Psychological Capital District to the National Electoral Council, the Electoral Commission of the College, asked the agency to call for approval of the electoral process and in the same act must: a) Show that the College met to update their payroll required in Article 108 of this regulation, b) Appropriation of the updated list of colleges and closed, in the formats provided by the National Electoral Council c) Appropriation of Elections Project, prepared according to instructions from the National Electoral Council
Article 113: Submitted call request, along with the revenues indicated in Article 112 of this Regulation, the National Electoral Council shall within a period of ten (10) working days to approve the call, the electoral project and deliver the preliminary voter registration

SECTION SEVEN OF THE ACT VOTE
Article 118: At 8.00 am on the day fixed for voting shall constitute the electoral board in the place determined for that purpose, with members: Principal, deputies and witnesses present, leaving a notice in the Act Vote. Article 121: After the voting, members of the Electoral Board shall proceed to count votes as follows:
1. Public event will open the ballot box, proceed to count the number of ballots, which must have the seal of the College, then compared with the number of voters, must be equal
2. Count the valid votes obtained by each plate and invalid votes, leaving it in the record tally
3. Votes are allocated according to the provisions of Articles 20 to 26 of the Organic Law of Elections, published in Official Gazette No. 5928, Extraordinary, dated August 12, 2009; procedure is detailed in Instructions Election to facilitate the tasks of polling and the Election Commission Psychologists Association of Capital District in terms of counting and adjudication of charges. NINTH
THE REVISION OF ELECTORAL ACTS
Article 124 against the acts, actions, abstention or omission of electoral, arising from the electoral bodies concerned within a maximum of five (05) continuous working days, counted from the date of completion of the process, can decide to use at first instance before the Electoral Commission of the College of Psychologists of Capital District, who shall respond within fifteen (15) calendar days from the date of notice of appeal , on appeal, as a resource hierarchy, you can use if the expiration of the time to respond or unsatisfactory response either to the Central Committee of the Federation of Psychologists of Venezuela, who must reply within fifteen (15) calendar days, or to the National Electoral Council. If the National Electoral Council let pass the period provided for in said law, interested parties may appear before the competent court.
Article 125: The mere filing of the appeal does not suspend execution of the act, but the National Electoral Council may of its own motion or upon its suspension of the effects of the contested act or the execution would cause irreparable harm to those concerned or the electoral process
Article 126: Any matters not covered by this Title shall be governed by resolutions to that effect issued by the National Electoral Council or the national legislature.
SECTION ELEVEN
TRANSITIONAL AND FINAL
Article 127: This Regulation repeals the previous regulation dated two (02) March 2002, and will take effect from the date of its approval in the Assembly Special District College of Psychologists Capital District, it must be published in the official organ of the College, and from that time is mandatory for all psychologists assigned to the College of Psychologists of the Capital District

Article 1: The National Electoral Council is the governing body of the CNE and the highest instance of the election administration
Article 2: The National Electoral Council will the following attributes:
1. Enroll in the College of Psychologists Registration District Capital
2. Authorize a call for elections by the Electoral Commission requested the Capital District Association, after verifying the legality of the members of the Commission

Article 3: Giving the rulings as may be necessary, to resolve any doubts arising from the implementation of the Electoral Regulations
Article 4: To grant the certification of the elections held by the College for the purpose of recognizing the validity of

Article 15: To determine and decide appeals against the electoral acts or omissions arising from the Electoral Commission of the College of Psychologists of Capital District
Article 16: To declare the total or partial annulment of the elections, in accordance with the powers enshrined in paragraph 4 of Article 293 of the Constitution of the Bolivarian Republic of Venezuela, for compelling the reasons contained in the Organic Law of the Electoral Process
